NOAA’s map shows above-normal temperatures favored across nearly the entire country during the meteorological winter. The strongest warm signal extends across much of the northern United States, while the Deep South and Florida are closer to normal.

The Southwest is the main wildcard

The Southwest is the only major region without a clear temperature preference on NOAA’s map. “Equal chances” means the probability of above-, near- or below-normal temperatures is not sufficiently different to favor one category.

That makes the region the main area to watch for potentially colder weather. Still, NOAA does not currently forecast below-normal temperatures as the most likely outcome there.

When does meteorological winter begin?

The NOAA outlook covers December through February, the three months used to define meteorological winter. That season officially begins on December 1, several weeks before the astronomical winter solstice on December 21, 2026.

Among those powers is the levy, a procedure that allows the agency to legally take certain funds, income or assets to cover a tax debt. The measure can reach everything from bank accounts and wages to vehicles, real estate and other personal assets, provided that the conditions established by federal regulations are met.

Although New York, California, and Texas concentrate a large number of taxpayers, the rules were not created specifically for those states. How the IRS collection process begins

A levy is not usually the agency’s first action in response to a debt. Before reaching that stage, the IRS must complete certain steps within its collection process.

In general terms, the agency must have determined the tax owed, sent the taxpayer a bill or Notice and Demand for Payment, and confirmed that the obligation was not paid. If the situation continues unresolved, the IRS can move toward a final notice of intent to levy.

One of the central documents is the Final Notice of Intent to Levy and Notice of Your Right to a Hearing. The IRS states that this notice must be sent at least 30 days before carrying out a levy, except for certain exceptions provided by regulation.

That is why receiving a communication from the agency does not mean that the assets will be seized immediately. The taxpayer can still contact the IRS, pay the debt or try to establish an agreement to resolve it.

What assets can be reached by a levy

The scope of a levy can be broad. The IRS explains that the measure can be applied to property or rights to property belonging to the taxpayer.

Among the assets that may be affected are:

• Money deposited in bank accounts or other financial accounts.
• Wages and other income.
• Vehicles.
• Homes and other real estate.
• Business assets and other personal property.
• Certain benefits or payments due to the taxpayer.

The agency itself distinguishes a levy from a tax lien or tax lien. While the lien constitutes a legal right of the Government over certain assets to secure the debt, the levy involves the actual seizure of assets or funds to satisfy it.

What happens with the money in a bank account

Bank accounts have a particular procedure. When a financial institution receives an IRS levy, the affected funds are held.

In addition, the IRS indicates that a person may have the possibility of requesting a Collection Due Process hearing before the measure advances, according to the established conditions and deadlines. For certain notices, the deadline to request this hearing is 30 days.

Ignoring the communications can cause the process to move toward stricter collection measures.

What alternatives exist if the full debt cannot be paid

Not having enough money to pay off a tax debt all at once does not necessarily mean that the taxpayer must wait for a levy to occur.

The IRS offers different alternatives for certain people, including payment plans and agreements to pay off the debt over time. The agency also considers situations in which a taxpayer may try to settle their obligation for less than the total amount through an Offer in Compromise, provided they meet the corresponding requirements.

In some cases, there may also be mechanisms to temporarily delay collection actions when the taxpayer shows that facing the debt creates a financial hardship situation.

The State Department maintains that the passport and visa are independent documents from each other. One does not replace the other when authorizing entry.

If the visa was issued in a passport that has already expired, it does not need to be reissued as long as it remains valid. In that case, the recommendation is to travel with both documents: the valid passport and the previous one with the visa.

Spain, El Salvador, and Puerto Rico use different systems and have specific authorities to verify that passengers meet the necessary requirements to allow entry.

What does each territory require to allow entry?

Spain, for its part, has the National Police, which controls those arriving from abroad and may require a valid passport or travel document. In El Salvador, the General Directorate of Migration and Aliens (DGME) controls the entry of foreign passengers and requires a passport with 6 months remaining before expiration and in good condition. The need to present a visa depends on the traveler’s country of origin, so some passengers can enter without one, while others need a consular visa, a consulate visa, or a special entry permit.

In Puerto Rico, as it is a territory of the United States, international entry is governed by U.S. federal immigration rules under the control of Customs and Border Protection (CBP) agents. International passengers must present a passport with at least 6 months of validity and a visa or an ESTA authorization if they qualify for the Visa Waiver Program.

For this reason, there is no rule that visits or collection actions are limited to those three states. A taxpayer located elsewhere in the country may also become involved if their tax situation requires the intervention of a Revenue Officer.

The IRS no longer normally makes visits without notice

One of the main changes in this procedure occurred in 2023. The IRS then announced the end of most of the unannounced visits made by Revenue Officers.

Since that change, the agency generally uses Letter 725-B to set an appointment before an in-person meeting. The measure was implemented, among other reasons, to reduce confusion caused by scammers posing as agency employees and to improve the safety of taxpayers and employees.

This does not mean that all in-person visits have disappeared. The IRS continues to use face-to-face meetings within its collection processes when they are necessary, but there is usually prior communication.

When an unannounced visit may occur

Unannounced visits were not completely eliminated. The current procedure includes very specific exceptions.

These include certain situations related to the delivery of summonses or subpoenas, seizure actions, and other enforcement procedures. Internal rules also allow an unplanned visit to be evaluated when necessary to protect the Government’s interests, although in certain circumstances the intervention of superiors is required.

For this reason, an unexpected visit from a supposed official should not automatically be interpreted as a routine IRS action. The agency itself says that unannounced visits are rare and recommends carefully verifying the identity of anyone who presents themselves as an employee of the agency.

What can happen if taxes are outstanding

The fact that a Revenue Officer intervenes in a case does not mean the IRS will immediately seize the taxpayer’s assets.

The officer’s role may include analyzing the financial situation, reviewing the outstanding obligations, and seeking an alternative to resolve the debt. Depending on the case, options such as payment agreements or other mechanisms provided for in the collection process may be available.

However, if the debt remains unpaid and the conditions established by the regulations are met, the IRS may move toward more severe collection measures. Among the actions contemplated by the agency are levies on funds, the filing of a federal tax lien, and the seizure of property.

The process includes different notices and stages before certain enforcement measures are reached. Therefore, receiving communication from the IRS or being contacted by a Revenue Officer does not by itself amount to an immediate seizure.

How to recognize a legitimate IRS visit

Taxpayers should also be alert to possible scams. The agency warns that there are people who show up at homes pretending to be IRS employees in order to obtain money or personal information.

Revenue Officers have official identification and, before a routine in-person visit, the IRS generally sends a communication or arranges the meeting. The agency recommends verifying the officer’s details using official channels and, if in doubt, contacting the IRS directly.

However, Mexicans who qualify for Form DSP-150 will be able to obtain an alternative document to enter certain areas of Texas, New Mexico, Arizona and California without presenting either a traditional visa or passport.

Form DSP-150: how to use it to enter the United States without a U.S. visa in the passport

The Border Crossing Card (BCC) can be used to visit the country by sea or by land for 30 days without a passport or visa.

The geographic limit where its use without a passport is allowed is known as the “border zone” and when it is used as an independent document it only allows short visits; for longer stays it must be presented with a passport. In this last case it can be used to enter by any means.

“It is issued as a laminated card, with enhanced graphics and technology, similar in size to a credit card,” indicates the Department of State.

Requirements to obtain Form DSP-150

To obtain this document, it is essential that the following three requirements be met

• Be Mexican and reside in Mexico.
• Meet the eligibility standards for the B1 or B2 visa.
• Demonstrate strong ties to Mexico that are considered sufficient reasons to return.

The process must be carried out at the United States Embassy in Mexico or at the nearest consulate.

The Civil Registry Law changes: parents can now choose compound surnames for their children

According to the Supreme Court ruling, published on Wednesday, December 10 in the Official Gazette of the State (DOE), article 40 of the Civil Registry Law of the State of Yucatán was amended.

From this change onward, the right of mothers and fathers, both biological and adoptive, to register their daughters and sons with compound surnames or with more than two simple surnames belonging to the same person is formally recognized. In this way, the regulation establishes a legal framework that takes into account and respects the diversity of family naming forms provided for by current legislation.

One of the central arguments in the Action of Unconstitutionality 115/2024 holds that “this choice constitutes a personal and emotional moment, and therefore falls within the private sphere”.
