A refundable tax credit can provide a taxpayer with money back when the value of the credit exceeds the federal income tax they owe.

Under the proposed rules, certain noncitizens could still use the nonrefundable portion of an affected credit to reduce their federal tax liability. However, they could lose the ability to receive the excess amount as a refund.

In other words, the proposal would not necessarily eliminate the tax credits altogether for every affected immigrant. The major change would concern whether the taxpayer can receive the refundable amount as cash.

Who could be affected?

The proposal relies on the definition of “qualified alien” contained in the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, commonly known as PRWORA.

The category generally includes certain lawful permanent residents, refugees, people granted asylum and some other specific groups.

At the same time, several groups could fall outside that definition. Reports indicate that the proposal could affect some DACA recipients, people with Temporary Protected Status (TPS), pending asylum applicants and certain visa holders.

This means that having legal permission to live or work in the United States would not necessarily be enough by itself to qualify for the refundable portion of these credits under the proposed rule.

What about immigrants who use an ITIN?

The proposal could also be particularly relevant for taxpayers who file their federal returns using an Individual Taxpayer Identification Number (ITIN) rather than a Social Security number.

However, taxpayers should not assume that having an ITIN automatically means they would lose these credits. The key issue under the proposal would be whether the person meets the applicable citizenship or qualified-alien requirements for receiving the refundable portion.

The proposal is not yet in effect

One of the most important points for taxpayers is that the IRS has not yet implemented the proposed restriction as a final rule.

The Treasury Department and IRS must go through the regulatory process before the measure can become final. Until then, taxpayers should not assume that an existing tax credit has already been eliminated simply because they are not U.S. citizens.

The proposal would also require people claiming the refundable portion of an affected credit to attest to their eligibility under penalty of perjury.

How much money could be at stake?

The four credits can represent significant amounts depending on the taxpayer’s circumstances.

For example, for the 2025 tax year, the EITC can reach thousands of dollars for qualifying workers with children. The Child Tax Credit can provide up to $2,200 per qualifying child, with a refundable portion of up to $1,700 under the applicable rules. The American Opportunity Tax Credit can be worth up to $2,500, while the adoption credit can reach substantial amounts for qualifying adoptions.

The proposed regulation therefore could have a significant financial impact on eligible taxpayers who currently depend on the refundable portions of these credits.

The first experiment did not go as planned. Yet decades later, pheasants had become firmly established across parts of the Texas Panhandle, where their numbers grew dramatically and hunting became increasingly popular. By the late 1980s, annual harvests had reached more than 100,000 birds.

The first Texas experiment failed

Texas’ initial attempt to introduce the species took place along the Gulf Coast. In 1933 and 1934, approximately 400 pheasants were released at the Aransas National Wildlife Refuge.

The birds failed to establish a lasting population in that area. According to the Texas Breeding Bird Atlas, the last of the pheasants from that introduction were observed in 1939.

The failure did not end efforts to establish pheasants in Texas. Instead, the species eventually found much more suitable conditions farther north and west.

How pheasants spread across the Panhandle

The expansion of pheasants in the Texas Panhandle was not the result of a single successful stocking program. Wild birds began moving into the region from western Oklahoma around 1939 or 1940, while private landowners also released pheasants in different parts of the Panhandle.

Government agencies and conservation groups contributed to the expansion as well. Texas Parks and Wildlife records indicate that private releases and additional stocking efforts helped establish populations in several areas.

By 1950, pheasants were present in at least 18 counties in the region, particularly around rivers and other areas that provided food and shelter.

Over time, the combination of agricultural land, suitable vegetation and additional releases created conditions in which the species could reproduce and expand.

Hunting eventually became a major activity

Texas opened its first legal pheasant hunting season in 1958 in Dallam County. At that point, the population was still relatively limited, and hunting regulations reflected the cautious approach to the newly established game bird.

The situation changed considerably over the following decades.

The Conservation Reserve Program (CRP), established in the 1980s, helped provide additional grassland habitat across parts of the High Plains. This created conditions that benefited pheasants and contributed to the growth of both the population and hunting activity.

By the 1986–87 hunting season, nearly 45,000 pheasant hunters were taking part in the sport in Texas.

The 1980s brought a historic peak

The biggest numbers came in the late 1980s.

According to Texas Parks and Wildlife Department, hunters harvested approximately 122,000 pheasants annually during the 1987–88 and 1988–89 seasons. The figure represented the peak of pheasant hunting in Texas.

That level of success was remarkable considering that the state’s first attempt to establish the species along the Gulf Coast had failed less than 50 years earlier.

The population boom was closely connected to the availability of suitable habitat, agricultural practices and the expansion of grasslands. The story showed that introducing a species does not necessarily guarantee success: the environment ultimately determines whether a population can become established.

Why pheasant numbers later declined

The boom did not last forever. From the 1990s onward, changes in farming practices began to reduce some of the habitat that pheasants depended on. Texas Parks and Wildlife notes that more intensive agricultural methods, changes in irrigation and the use of herbicides affected the landscape.

Drought became another major factor. Beginning around 2009, prolonged dry conditions reduced vegetation and nesting cover. A reduction in CRP acreage and emergency haying and grazing during dry periods also contributed to the loss of habitat.

As habitat conditions deteriorated, hunting opportunities declined as well.

Texas Parks and Wildlife reports that since 2010, annual harvests have exceeded 20,000 birds only twice. The agency’s monitoring data also show a substantial reduction from the population levels observed during the peak years.

A species that became part of Texas history

Today, ring-necked pheasants remain a game bird in Texas, particularly in the Panhandle and other areas with suitable agricultural habitat.

Their history in the state is unusual. The species was deliberately introduced, the first major experiment failed, and the eventual population growth resulted from a combination of natural migration, private releases, conservation efforts and favorable habitat.

The contrast between the failed coastal introduction and the later success in West Texas illustrates how strongly habitat and environmental conditions can determine the fate of wildlife populations.

North Carolina has said it is monitoring the ongoing litigation, while officials in Utah have also indicated that the state will continue conducting elections according to state and federal law.

This means there is currently no final list of states where voters will definitely face new mail-in voting rules in November.

Why the timing matters for the 2026 elections

The legal fight is unfolding only weeks before the midterm elections.

Some states have already designed and printed their ballots, while the first absentee ballots are scheduled to begin going out on September 4. The general election will take place on November 3, 2026.

That leaves election officials with limited time to determine whether they need to change ballots, envelopes, or other voting materials.

For voters, the most important point is that the Supreme Court ruling does not mean that mail-in voting rules have already changed nationwide. Further court decisions could determine whether the administration’s proposed restrictions take effect before the November election.

By contrast, those who prefer a more rustic texture can simply mash the tomato pieces while the sauce cooks, without needing to process it completely.

Thus, the method proposed by the chefs is based mainly on a good sauté, olive oil, garlic, and patience during cooking. In this way, the aim is to achieve a balanced tomato sauce without having to resort to sugar to mask its acidity.

What is the black fungus from Chernobyl like?

It should not be imagined like the cap mushrooms that grow in forests. “These are fungi of a deep black color because they accumulate a lot of melanin”, CONICET researcher Sebastián Pelliza explained to Perfil.

Its great distinctive feature is resistance to a lethal environment. “These fungi were known from other places, but they are the only ones capable of withstanding the radiation levels of the contaminated reactors at Chernobyl”, mycologist Francisco Kuhar explained.

That ability is explained, in part, by the enormous genetic plasticity of fungi, which allows them to adapt to almost any environmental change and which has kept them on Earth for millions of years.

How it survives in one of the most radioactive places on the planet

Scientific interest in this organism began in the late 1990s, when a team led by microbiologist Nelli Zhdanova, from the National Academy of Sciences of Ukraine, studied what life could exist in the shelter surrounding the destroyed reactor.

The group documented 37 species of fungi, many of them dark-toned and rich in melanin, among which Cladosporium sphaerospermum predominated.

Later, a team from Albert Einstein College of Medicine, led by radiopharmacologist Ekaterina Dadachova and immunologist Arturo Casadevall, analyzed what happened when the fungus was exposed to ionizing radiation.

Their observations indicated that radiation did not damage it in the same way as other living beings: the organism showed unusual resistance and even grew better under exposure.

What “radiosynthesis” is and how far it has been proven

In an article published in 2008, Dadachova and Casadevall proposed a biological pathway similar to photosynthesis. According to Pelliza, “in fungi, melanin acts as an energy transducer, capturing ionizing radiation, such as gamma rays, and transforming it into chemical energy that the fungus can use to grow”, in the same way plants harness sunlight. This mechanism was given a name: radiosynthesis.

In that hypothesis, melanin would fulfill a dual function: capturing radiation and, at the same time, acting as a protective shield against its most harmful effects.

It is worth stressing, however, that this remains a proposal not yet confirmed. A team led by engineer Nils Averesch, from Stanford University, warned in 2022 that real radiosynthesis is still to be demonstrated, as well as the obtaining of energy from that radiation.

What applications could it have in space exploration
